लखनऊ। अहम की संतुष्टी कहे या भविष्य में शोषित होने का डर। जीएसटी इन्स्पेक्टर एसोसिशन और आईआरएस एसोसिशन को यही डर सता रहा है। दोनों ही वर्ग अपने मट्ठे को पतला मानने को तैयार नहीं हैं। अब यह तय करना उच्च अधिकारियों को है कि गलती किसकी है। दोनों ही दलों में जोर आजमाइस जारी है।
निरीक्षक लाल बाबू पांडेय को पुलिस से पिटवाकर और बाराबंकी से सीतापुर ट्रांसफर करवाकर जीएसटी सहायक आयुक्त अर्निका यादव दो प्वाइंट से आगे चल रही हैं। महिला और आईआरएस होने का फायदा इनको मिल ही रहा है क्योकि यही तो इनका प्लस प्वाइंट है। इनका माइनस प्वाइंट एक ही है कि इन्होंने विभागीय कार्रवाई करने की जगह पुलिस को बुला लिया। चूकि यह व्यक्तिगत मुद्दा नहीं था लेकिन उन्होंने इसे व्यक्तिगत बना दिया।
निरीक्षक लाल बाबू पांडेय विभाग में 26 वर्षों से कार्यरत हैं। इनके दामन में निलम्बन के कई दाग लगे हुए हैं। ये इनका माइनस प्वाइंट है। लेकिन क्या किसी सरकारी कर्मचारी का निलम्बन यह साबित करता है कि वह दोषी ही होगा। एक थ्री स्टार इंस्पेक्टर को दो स्टार दरोगा मारे-पीटे और गरियाये यह कहां का इंसाफ है?
पुलिस का काम है अरोपी के खिलाफ एफआईआर दर्ज करे और उसे कोर्ट में पेश करें। क्योंकि सजा देने का काम तो कोर्ट का है। लेकिन निरीक्षक लाल बाबू पांडेय के मामले में ऐसा नहीं हुआ। बाराबंकी पुलिस ने कोतवाली में ही कोर्ट खोल रखा है। वह लोगों को उठा लाते हैं। मारते-पीटते हैं और माफीनामा लिखवाकर बाइज्जत रिहा कर देते हैं। बाराबंकी पुलिस के तर्ज पर अगर देश की पुलिस काम करे तो आदालतों से मुकदमों का बोझ कम किया जा सकता है। क्योंकि फैसला तो पुलिस ही कर देगी।
इस मामले में जीएसटी इंस्पेक्टर एसोसिशन और आईआरएस एसोसिशन दोनों अब आरपार की लड़ाई में आमने सामने आ गए हैं। आईआरएस एसोसिशन ने अप्रत्यक्ष कर के केंद्रीय बोर्ड के मेम्बर को ख़त लिख कर निरीक्षक लाल बाबू पांडेय के खिलाफ उनके पूर्व सस्पेंशन को आधार बना कर इस मसले में सख्त कार्रवाई की मांग की है। वही दूसरी ओर निरीक्षक वर्ग के केंद्रीय संगठन ने सीधे केंद्रीय अप्रत्यक्ष कर बोर्ड के अध्यक्ष को पत्र लिख अपने अहम के लिए अवैध तरीक़े से पुलिस से उठवाने और पिटवाने के लिए सहायक आयुक्त पर कार्रवाई की मांग की है।
इंस्पेक्टर एसोसिशन ने यह भी कहा है कि इस मामले में त्वरित कार्रवाई नहीं की गयी तो इससे पूरे देश में निरीक्षकों और अधिकारियों के बीच संबंधो पर प्रभाव पड़ेगा और विभाग का कार्य प्रभावित होगा।

My experience says that the top irs bosses will always protect the irs lobby. She will not be harmed. However if we are united, there will be positive results. The young officer involving the police action was not prudent and she should not have washed the dirty linens in public.
Congrats for independent and neutral analysis. The IRS even dont want to read laws on which they decide cases. All works are done even drafting of adjudication order by lower staff. They treat themselves as ruler. Inspectors n Supdt’s should unite and refuse to draft adjudication orders on behalf of IRS. When Supreme Court can write judgments why not they. The entire system of this Deptt has rotten. Needs drastic change. IAS should be made Chairman to do away injustice to lower staff; the actual working staff.
The department of CBIC is for the IRS of the IRS by the IRS. It’s like a holiday to them where some office personnel like inspectors and Hawaldar are deployed to do protocol to them, official vehicles are like personal vehicle, official guest houses are like personal houses, office space is in size of middle class family home and official resources are like personal resources.
One can visit the premise of any office of CGST and can easily notice the sharp contrast, discrimination and divide between in inspector cadre and IRS cadre of worst level.
The space allotted to them in office is 3-4 times of their norms and somewhere it is comparable to the house size of a middle class family. On the other hand inspector cadre are forced to work in barely minimum resources for working. They are getting the space which is 1/3 to 1/4 size of their norms.
Too many officers in monitoring level and real work are executed by only few.

Police action and the action by Ms Arnika Yadav Assistant Commissioner, Central GST, Barabanki nedd to be investigated thoroughly. She should be transferred immediately so that she doesn’t interfere in the investigation.
Official vehicle is being used for personal work by Me Arnika Yadav, Assistant Commissioner of Central GST, Barabanki. This needs to be investigated.
ये तो एक न एक दिन होना ही था| आखिर कब तक ये अंग्रेजों वाली मानसिकता चलेगी| मेरा तो यह मानना है की सब पदों पर नियुक्ति एक ही परीक्षा के द्वारा हो और फिर ऊपर के पद सिर्फ पदोन्नति के द्वारा ही भरे जाने चाहिए |
